DoD Military & Family Life Counseling

As a subcontractor, Cognitive is proud to support the U.S. Military Departments, including the National Guard and Reserves, the Department of Defense (DoD) by providing confidential non-medical counseling services to military service members and their families, through the Military & Family Life Counselor (MFLC) program. The MFLC program addresses the behavioral and psychological health of military service members and their families. The MFLC program is one of the most critically important and highly visible programs within the DoD community.

DOJ U.S. Attorneys Offices

Cognitive currently supports various Department of Justice U.S. Attorneys Offices with professional and administrative staff. Some of our staff include Public Affairs Specialist, Litigation Support Technologist, and Personnel Security Assistant. Their wide-ranging duties include implementing USAO’s social media program, assisting prosecutors and legal support staff organizing voluminous case information, and aiding in employment security investigations.

NGB, Child, Youth and School Services (CYSS) Program

Contract was awarded 1 April 2012 by the National Guard Bureau (NGB). This contract consisted of managing the nationwide Child, Youth and School Services (CYSS) Program through providing sustained outreach services to Army/National Guard Service Members and families in support of child and youth needs throughout the ARFORGEN cycle to better prepare the family for the Service Member¹s absence and ensured the Service Member could concentrate on his/her mission while away. Cognitive¹s primary goals and objectives for the NGB CYSS Program were to create, integrate, and support youth development opportunities that reduced risk-taking behaviors in National Guard children.

USDA, InfoPath Form Conversion

Contract was awarded 28 September 2012 by the U.S. Department of Agriculture (USDA), subcontracted through Blue Beacon Consulting. Cognitive assisted the USDA¹s Office of the Inspector General (OIG) to optimize its use of technology and update its work processes to improve overall operations. Cognitive was responsible for the planning, development/programming, testing, and implementation of customizations for OIG¹s Enterprise Microsoft SharePoint environment. Cognitive developed custom InfoPath forms, workflow tasks, and other custom solutions utilized to improve OIG¹s business processes.

VA, Financial Services Center (FSC)

Contract was awarded 21 December 2012 by the Department of Veterans Affairs (VA), subcontracted through Pro-Sphere Tek. Cognitive supported the VA with a Payment Services Clerk, as well as a part-time Program Manager (PM). Cognitive¹s Payment Services Clerk accomplished mission objectives by maintaining subsidiary legers of an accounting system and identifying the subsidiary accounts effected.

Cognitive¹s Administrative Assistant supported the Financial Services Center¹s (FSC) staff, managers, and director-level personnel through document, agenda, and meeting preparations, and interview processing, which included scheduling, logistics, and ensuring that management had all proper documents and forms.

SEDL, Microsoft Project Server 2010 Implementation

Contract was awarded 1 March 2013 by SEDL, formerly Southwest Education Development Laboratory. SEDL established a goal to install and configure Microsoft Project Server 2010 to be utilized in managing projects and resources. Cognitive used a phased approach for reaching full implementation and providing SEDL with the ground work necessary to properly and efficiently utilize Project Server with minimal risk or impact to their existing projects and operations. Cognitive worked to ensure that the Project Server software and processes delivered a fully operational, sustainable, and institutionalized tool suite for SEDL.

City of Austin/Austin Energy, Texas River Cities Website

Contract was awarded 2 June 2013 by the City of Austin’s utility provider, Austin Energy. The Emerging Professional Services (EPS) division of Austin Energy who wanted to redesign their existing Texas River Cities website. Cognitive partnered with Method21 to complete Austin Energy¹s website redesign project. The redesigned website was updated to inform users within ten (10) counties about emerging technologies in Electric Vehicles (EV). Cognitive¹s requirements experts worked with project stakeholders and subject matter experts to capture detailed requirements surrounding the content, structure, user interface, and branding of the website. The Texas River Cities website was designed, implemented, and tested in just eight (8) weeks.

Xerox/Cognizant Technologies, SharePoint and Project Server

Contract was awarded 17 October 2013 by Cognizant Technology Services, on behalf of Xerox Services. This contract was attained though the Texas Deliverables Based Information Technology Services (DBITS) contract vehicle. Cognitive provided Cognizant with reporting, Project Server, and SharePoint transition support which included aspects of transitional maintenance, project management, consulting, and enhancement of their current SharePoint and Project Server environments. The transition support also included knowledge transfer from outgoing and incoming resources. Cognitive provided on-going project management, overseeing task completion and resource management, to ensure tasks were completed on-time with high quality results.

NHNG, Care Coordination Program (CCP)

Contract was awarded 21 August 2014 by the New Hampshire National Guard (NHNG), subcontracted through ProForce Inc. The goal of the NHNG Care Coordination Program (CCP) is to enhance the retention, readiness, and reintegration of service members and their families. This goal is met primarily by providing care coordination and outreach. Care coordination services fall into the categories of indirect care or direct care. Care Coordinators assess Service Members¹ needs to better connect them with resources, develop relationships with local providers, and increase awareness for the program and its members.

VING, Medical Support Services

Contract was awarded 26 September 2014 by the Virgin Islands National Guard (VING). Cognitive¹s Social Worker supports the missions of the State Surgeon¹s Office by providing behavioral health services, including counseling and case management, to VING Service Members and their families who are experiencing military-related mental health issues.
Contract was awarded 1 December 2014 by the VING. Cognitive¹s Medical Supply Coordinator assists the Deputy State Surgeon with the implementation and administration of medical supplies, which includes coordinating and providing guidance to all customers of medical services both within and beyond state control. Both VING positions promote the medical readiness spectrum of the VING.

NGB, Medical Case Management (MCM) Program

Contract was awarded 1 February 2015 by the National Guard Bureau, subcontracted through Skyline-Utld Inc. Cognitive¹s personnel provide non-clinical medical and dental case management and administrative support. Our team augments the Individual Medical Readiness (IMR) process with Medical Case Managers and administrative personnel that provide responsive and flexible pre-mobilization IMR support. By identifying and tracking Service Members who are not fully medically ready, we measurably increase unit strength levels and the overall efficiency of the mobilization process.

U.S. Army, Personnel Service Delivery Redesign (PSDR)

Contract was awarded 1 February 2015 by the U.S. Army Installation Management Command (IMCOM), subcontracted through Skyline-Ultd Inc. Throughout the IMCOM Personnel Service Delivery Redesign (PSDR) Program, Cognitive employees process Army Personnel actions. This day-to-day support for Garrison Military Personnel Divisions (MPD) includes services such as Military Personnel management, Soldier readiness and personnel reassignment processing, and associated IT support for these tasks. PSDR services are provided to all Active Duty Soldiers and select U.S. Army Reserve/U.S. Army National Guard members, students, trainees, retirees, Department of Defense (DoD) civilians, and DoD families.

NGB, Transition Assistance Advisor (TAA) Program

Contract was awarded 1 February 2015 by the National Guard Bureau (NGB), subcontracted through Skyline-Ultd Inc. Cognitive¹s Transition Assistance Advisors (TAAs) provide support for NGB to serve as the statewide point of contact and coordinator, and to provide technical support to managers, supervisors, Guard members and their family members as to the benefits and entitlements available through Department of Veterans Affairs (VA) and to provide technical assistance in resolving entitlements to TRICARE.

DART, Microsoft Project Online Implementation

Contract was awarded 26 June 2015 by the Dallas Area Rapid Transit (DART). DART established a goal to implement Project Online to replace its current Clarizen project management solution. Cognitive established a compressed 3-month timeline to meet DART's goals to allow the organization to gain visibility to its entire portfolio of projects and standardize the project information workflow, which will ultimately result in organizational improvement. The project consisted of planning, configuring, testing, training, and supporting the Project implementation.

T4, FileMan23 Enterprise Development

Contract was awarded 30 June 2015 by the Department of Veterans Affairs (VA) Office of Information and Technology (OI&T), Product Development subcontracted through Pro-Sphere Tek. This contract was attained through the Transformation Twenty-One Total Technology (T4) Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle. Cognitive supports the VA with the software suite: Veterans Health Information Systems and Technology Architecture (VistA) that is composed of a database management system called File Manager (FileMan), which integrates over 160 applications for clinical care, infrastructure, and financial functions. The current project goals are to modernize the VA’s enterprise data management capabilities by standardizing its data and databases. Cognitive provides a Quality Assurance Manager whose primary tasks include advising on the overall health of the Quality Management System and initiating new projects within an AGILE Software Development Lifecycle methodology: extensive requirements grooming in preparation of sprint planning, developing processes and good practice systems, tracking and mitigating risk indications, and controlling internal documents and deliverables to ensure consistent quality.

DPW MICC Fort Gordon, Administrative Assistant

Contract was awarded 8 September 2015 by the Mission Installation Contracting Command (MICC) in Fort Gordon, Georgia in direct support of the Directorate of Public Works (DPW). The contract was attained through the Cognitive’s General Services Administrative (GSA) Temporary and Administrative Professional Staffing (TAPS) Schedule. Cognitive's Administrative Assistant provides the Director of Public Works with a broad spectrum of general administrative assistance such as telephone and email correspondence, schedule maintenance, meeting facilitation, and various clerical roles in order to ensure the smooth operations of the DPW.
